What does it mean?
Literally "Is it possible to write to you?". A polite way to ask for permission to send a message later.
When to use
Use this at the end of a nice conversation with a new acquaintance, friend, or romantic interest.
When NOT to use
Do not use in formal business environments. In business, ask "Могу я написать вам на почту?" (Can I email you?).

— Было приятно пообщаться. Можно тебе написать?
— It was nice chatting. Can I text you?
— Да, конечно, вот мой Telegram.
— Yes, sure, here is my Telegram.
Cultural note
In modern Russian culture, people usually exchange Telegram handles rather than phone numbers. "Написать" (to write) universally implies texting on a messenger.
